This is a non-supervisory law enforcement position in the Visitor and Resource Protection Division. As a Commissioned Ranger, you will be responsible for performing law enforcement duties including detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations enacted to insure the protection and safe use of National park resources. You will also educate, interpret, and inform visitors about resources, conservation, laws, and regulations. Collateral duties may include:
field training, emergency medical services, special response, technical rescue, swift water rescue, and helicopter rescue. There are two positions associated with this vacancy and are located at the same duty location. One position is a permanent full-time position and one is a permanent full-time position that is subject to non-pay (known as a career seasonal position). A Career-Seasonal position is subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for is April through October, but can be variable during these months due to project requirements or weather conditions. The position is responsible for performing law enforcement duties including detection, investigation, apprehension, detention, and prosecution under provisions of applicable laws, rules, and regulations enacted to insure the protection and safe use of National Park. Resources. The primary duty of this position is the enforcement of the criminal laws of the United States through investigation, apprehension, education, and detention of individuals suspected or convicted of violating these laws. Appropriate enforcement to protect park natural, cultural, historical, and human resources constitutes the basic reason for the existence of this position, occupies a substantial portion of the Ranger's working time, and is assigned on a regular and recurring basis. Areas that fall under the responsibility of this position are Resource Protection, Resource Education, & Public Use Management. Resource Protection - . Preserve and protect the natural, cultural, historical, archeological, and paleontological, and other tangible resources of parks using all law enforcement and other resources protection techniques. Enforcement efforts are targeted to prevent, curtail, prevent, or mitigate any degradation, deterioration, theft or destruction of park scenic, air, water, and mineral resources; flora and fauna; historic and contemporary structures and infrastructure; relics, artifacts and objects; and all other park-related physical resources. Resource Education - Educate, interpret and inform visitors about the significance and rarity of park resources, resource conservation and ecologically sound park use practices, and the provisions of law and regulations necessary to protect park resources while providing. safe and non-resource impacting park visitation experiences:
Preventive education and pre-enforcement efforts are to co-opt illegal and unsafe activities by fostering compliance with park regulations while encouraging visitor behavior consistent with-the park's purpose. Public Use Management -- Manage public use of park resources by such means as will assure the integrity and perpetuation of park resources, thereby sustaining the availability, enjoyment, and quality of present and future park experiences. Manage and control non-NPS entities such as concessionaires, grantees, licensees, permitees and commercial activities in parks to insure non-degradation of park resources and enhancement of visitor enjoyment. Provide a safe and crime-free experience for Park users, which includes providing any emergency services necessary. Assure an appropriate balance is maintained between park conservation goals and park public use programs. All qualifications must be met by the closing date of this announcement-02/19/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components:
1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Wildland firefighting and other forms of field work demand a high level of fitness to safely perform arduous, day-long work in difficult environmental conditions, including steep terrain, extreme temperatures, altitude, and smoke, and to meet unforeseen emergencies. This position requires that you pass a Pack Test, a job-related test of the capacity for arduous work. It consists of a 3-mile hike with a 45-pound pack over level terrain. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified component being measured. Selective Factors:

Must currently possess, previously held (within the past three years), or be able to obtain a valid Type II (seasonal) or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by entrance on duty. More information can be found in the 'Education' section of this job announcement. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed:
1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. - AND - To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
work in resource protection, visitor protection and law enforcement programs including search and rescue operations; planning and coordination of investigations; research and preparation of incident and investigation reports; work involving the development and implementation of policies and / or procedures related to the visitor and resource protection operations, experience in the administrative responsibilities of program management (budget, contracting, human resources); coordination and operation of resource protection, visitor protection and law enforcement programs; goal oriented planning and accomplishment of work through coordination of paid staff, volunteers, and local, state and federal entities. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least at least two full academic years of progressively higher level graduate education or master's or equivalent graduate degree related to the occupation in one of the following fields:
natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement / police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.
